One-Maryland-One-Network (OMOC) Project Status
Maryland DOT’s (MDOT) One Maryland One Centerline (OMOC) Project is a three-phase project to modernize the DOT’s Linear Referencing system and streamline the workflows that involve it. Phase I involved the implementation of ESRI Roads and Highways (R&H) Advanced Linear Referencing Tools, it was completed in April 2018; Phase III, implementation of reporting, data analysis and visualization tools, was also completed in April 2018. A summary of these phases will be provided.
The presentation will focus on the Phase II of the OMOC project which addresses the workflows of local data integration which took the form of two pilot projects with Garrett and Anne Arundel Counties. The pilots were preceded by an evaluation of existing centerline datasets and centerline use cases in Maryland’s 23 counties and Baltimore City. The result of this evaluation included recommendations for the processes and workflows for MDOT and local jurisdictions to maintain one seamless and authoritative-based centerline in a collaborative environment.
The first Phase II Pilot was conducted on Garrett was kicked off in early March 2018 and completed in October 2018. The second pilot was started in November 2018 and completed May 2019. The creation of single OMOC centerline involves: a conflation process to assign MDOT SHA route Id’s to the jurisdictional centerline data; transfer and cleanup of MDOT SHA calibration points to the new centerline; and migration of the new centerline and re-registration of the MDOT SHA business data to the R&H route network. The Data conflation involves not only roadway geometric representations but business data, e.g.; Speed Limits, Bike/Ped and Ownership. The fully conflated data will be stored in an NG-911 compliant schema within a Geodatabase.
