Maryland’s Statewide Properties Program - Where are we now?

The Statewide Properties Program was initiated in 2017 with a goal to provide Governor Hogan insight into what properties the State owns, what purpose they serve, and which department or agency is responsible for them. To meet this goal, the State needs a complete inventory of properties – what we own and where. Through this inventory, the Governor, his staff, and cabinet of agency secretaries will gain strategic insight into the State’s property ownership, informing policy and providing understanding about properties.

The Statewide Properties Program is led by the Maryland Department of Information Technology (DoIT). DoIT Secretary Michael Leahy previously served a role in Governor Hogan's administration as a strategic advisor for real property. In that role, Secretary Leahy's requests for Agency property records were met with a variety of files. Some agencies provided a database or GIS files, while others gave spreadsheets, documents, or hard copy binders. It was immediately apparent that the State needed a modern technological solution to this problem.

Over the past two years, DoIT has initiated the Statewide Properties Program with a goal to provide a single, authoritative source for information about State-owned properties. In doing so, DoIT has partnered and collaborated with key State agencies that are responsible for building and maintaining the property inventory at the State and local levels, and with State agencies holding a vested interest in this program, through significant ownership and management of the State’s property assets.

This presentation will provide a summary level overview of the program, status of the efforts, lessons learned, and the geospatial, relational, and web technologies that are being leveraged in support of the program.
